Voter Registration

If you need to register or re-register, the voter registration application must be postmarked or submitted online no later than 11:59 p.m. on August 14, 2023, for the 2023 Consolidated Mail Ballot Election.

If you miss the voter registration deadline, you can still register and vote in person at the Registrar of Voters office.

From August 15, 2023, up until 8 p.m. on Election Day, all voters can still update their residential address or political party preference.

On February 13, 2020, urgency legislation Senate Bill 207 [pdf] was chaptered that permits voters to update their residential address or political party preference after the registration deadline for an election without requiring voters to re-register. A written request submitted to the Registrar of Voters is sufficient.

Voting Options

Voting options for the August 29, 2023 Consolidated Mail Ballot Election:

  • Vote a Mail Ballot.
    • No application is necessary for this election. All eligible voters will be mailed a ballot.
      • Call the Registrar of Voters at (909) 387-8300 if you need a replacement ballot.
    • Mail Ballot may be dropped off at:
      • Registrar of Voters office and mail ballot drop box
        • 777 E. Rialto Avenue, San Bernardino
        • Mail ballot drop box is available 24 hours a day, seven days a week
      • Ballots must be delivered no later than 8 p.m. on Tuesday, August 29, 2023
  • Vote early at the Registrar of Voters office beginning July 31, 2023.

Resolving Unsigned Identification Envelopes

When the Registrar of Voters receives a voted mail ballot without the voter’s signature on the return envelope, the Registrar of Voters is unable to count that ballot.  However, California law allows voters another chance to correct their mail ballot up until two days before the election results are certified. These voters are notified by mail that they may:

  • Go to the Registrar of Voters to sign the mail ballot return envelope in person, or
  • Complete and return an Unsigned Identification Envelope Statement.

If you received a letter from the Registrar of Voters stating that your mail ballot return envelope was not signed, go to the Registrar of Voters to sign your envelope, or complete and return an Unsigned Identification Envelope Statement.

Resolving Non-Matching Signatures on Mail Ballots

When the Registrar of Voters receives a voted mail ballot but is unable to match the voter’s signature on the return envelope with the signature on file in the voter’s record, the Registrar of Voters is unable to count that ballot. However, California law allows voters another chance to correct their mail ballot up until two days before the election results are certified. These voters are notified by mail that they may:

  • Go to the Registrar of Voters to sign the Signature Verification Statement in person.
  • Complete and return a Signature Verification Statement.

If you received a letter from the Registrar of Voters stating that your signature on your mail ballot return envelope was unable to be matched with your signature on file, complete and return a Signature Verification Statement immediately.

Mail Ballot Return Statistics

The Mail Ballot Return Statistics Report shows the number of mail ballots that have been issued and returned for the election, as well as historical statistics for previous elections. The data presented on this report is updated daily and may fluctuate as additional mail ballot applications are received and voted mail ballots are processed.
